Two more people are now in custody related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A man, 24, was arrested in Lambeth for suspected robbery and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. They both are still being held, the force said.

These detentions come after a probe into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt in the event. A total of five individuals went to hospital for treatment and have since been released.

Officers detained a 31-year-old man on suspicion of theft and assault close to the scene. He was subsequently released pending further inquiries while inquiries continue.

Police were alerted at approximately 08:10 GMT following reports of several people hurt by a noxious substance believed to be an irritant spray.

The attack - which police said was isolated and not considered an act of terror - caused train delays and the temporary shutdown of the main airport tunnel and the T3 car park briefly.
